ECI Early Intervention Specialist



Location: ESC Region 15 - Del Rio, TX
Reports To: Director, Early Childhood Intervention / ECI Team Lead
FLSA Status: Exempt / 234 Days
Pay Grade: 1 (ESC Region 15 Salary Schedule)

Primary Purpose:
Early Childhood Intervention (ECI) is committed to providing the highest quality of service delivery, within natural environments, to the families we serve.  The Early Intervention Specialist will provide services and support to family members and caregivers who have a child between the ages of birth and age three with a developmental delay or disability.  Services will be provided where the child lives, learns, and plays. This position will provide case management activities to help an eligible child and his/her family gain access to needed medical, social, educational, and developmental services.

Major Duties/Responsibilities:
Comprehensively orient all families to the early intervention system and discuss formal and informal supports and opportunities available to them.
Explain to families how early intervention is funded and answer any questions related to systems of payments in understandable terms.
Coordinate evaluations and assessments, identify and facilitate the multidisciplinary eligibility determination process, and ensure family participation through this process.
Analyze and interpret data compiled from completion of the evaluation/assessment instruments and assess data to determine if a child meets ECI eligibility criteria by making clinical decisions and determinations, thus facilitating the enrollment process.
Facilitate and participate in the development, review and evaluation of the Individualized Family Service Plan (IFSP) which is compiled from the child's medical and developmental history, parental input and the results of all evaluations and assessments.
Represent one of two required disciplines during evaluations, assessments and IFSP development interpreting collected data to determine eligibility, needed services and supports, and formulate documentation and reports.
Explain developmental delays and disabilities and their impact on children’s development and learning to support intervention decisions.
Apply knowledge of typical development, individual differences, and cultural and linguistic diversity to support each child’s development and learning within natural environments.
Use effective teaming and collaboration practices in order to support families and other professionals in carrying out the IFSP.
Support families in their understanding of child development, how each developmental domain contributes to the whole child, and how ongoing progress is monitored.
Partner with families to identify, share, and access available community resources/services, parent groups, and state/local advocacy organizations.
Follow local procedures for making up missed visits and following up with families with frequent absences.
Monitor and assess services to ensure average hours of total services per child comply with federal indicator.
Maintain a case load, as assigned.
Provide delivered services as planned on IFSP.
Provide monthly Case Management/Targeted Case Management for each enrolled child to help access needed medical, social, educational, developmental and other appropriate services.
Access resources to fund respite care services as deemed necessary and appropriate based on the assessment of the child and family needs.
Manage required timelines, processes, and documentation to support successful transitions.
Participate in Child Find activities and provide ongoing outreach to educate appropriate professionals and potential referral sources.
Complete required ECI trainings including First Aid, CPR, Universal Precautions, confidentiality, and any others required by ECI Policy.
Maintain current Texas driver’s license and auto insurance and travel to provide home or community-based services.
Comply with program expectations as defined by the Program Director.
Attend professional growth activities and staff meetings.
Perform other duties as assigned by the Supervisor, Program Director or Executive Director.

Education/Certification:
Bachelor’s Degree (required)
Minimum of eighteen (18) hours of semester course credit relevant to early childhood intervention, with at least three (3) of the eighteen (18) hours of semester course credit in early childhood development or early childhood special education (required)
