Finance Support (Payroll/Benefits)

Mission:
Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.

Position Purpose:  This position reports directly to the Business Office Manager and is responsible for maintaining accurate and confidential financial records for Education Service Center Region 15. The individual in this role will oversee the preparation and processing of ESC payroll, including all related reports and payroll deposits. Responsibilities include ensuring the timely and accurate completion of payroll records in compliance with applicable procedures, regulations, and reporting requirements. Additionally, this position will assist in the overall operations and functions of the business office as needed.

Major Responsibilities and Duties:
Coordinate the preparation, processing, distribution, and reporting of all payrolls to ensure accuracy and timeliness.
Process payroll changes and prepare related journal entries for accurate financial posting.
Prepare and distribute monthly payroll and associated reports, ensuring compliance with deadlines and accuracy standards.
Balance payroll earnings and deductions; initiate fund transfers and deposits as required.
Schedule and manage Electronic Funds Transfers (EFTs) for TRS ActiveCare invoices, TRS Public Education, IRS payroll taxes, and TRS TEAM reporting.
Ensure timely and accurate payment and reporting of payroll deductions (e.g., child support, student loans, bankruptcies, IRS tax levies).
Compile and audit Time and Effort data for accuracy; monitor TimeClock Plus for correctness and prepare monthly uploads.
Reconcile leave balances and health insurance premium billings with payroll deductions.
Maintain employee payroll records, including W-4s, direct deposits, and deduction documentation.
Administer TEAM and ACA reporting requirements, including monthly ACA submissions and eligibility tracking.
Assist in maintaining the FBS Benefit Hub and provide employee enrollment and annual support.
Submit monthly Labor Data and Eligibility Tracking Calculator (ETC) for ACA compliance.
Respond to verification of employment and salary inquiries from institutions.
Work with the Business Office Manager to coordinate necessary bank transfers.
Work with HR and Business Manager on payoffs, payroll changes, budget planning, employee onboarding/exiting, and benefits milestones.
Assist in handling workers' comp and unemployment claims.
Prepare payroll data sheets and manage payroll changes for mid-year adjustments.
Contribute to budget oversight by providing payroll projections.
Notify employees of anniversary dates related to benefits and leave accruals.
Support workers’ compensation and unemployment claims; monitor the status of submitted claims.
Ensure ESC staff auto insurance records are current.
Adhere to organizational policies, procedures, and safety regulations.
Uphold confidentiality standards regarding sensitive or protected information.

Perform other duties as assigned by the Business Manager and/or Executive Director.

Experience:
Three (3) years’ experience, preferably in a public education environment
Prior bookkeeping and payroll experience (Preferred)




High School Diploma
Effective and professional communication skills, both written and orally
Prefer payroll experience in governmental/school settings
