Executive Leadership Specialist (Texas Strategic Leadership)
Location: ESC Region 15 San Angelo, TX
Reports To: Deputy Director
FLSA Status: Exempt

Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.
Position Purpose: This position reports to the Deputy Director and is responsible for recruiting and supporting superintendents and their leadership teams in developing strategic plans grounded in systems-level analysis and principles of effective organizational performance management. The role also supports early implementation by connecting local education agencies (LEAs) to capacity-building resources aligned with strategic priorities, including the establishment of robust performance management systems.
Major Responsibilities and Duties:
Lead complex project management efforts by identifying key activities, owners, success criteria, resources, and communication strategies necessary to meet critical milestones.
Drive district performance management by monitoring progress toward key milestones and facilitating proactive discussions to identify and mitigate risks and barriers.
Lead or independently conduct EDF-aligned diagnostic data collection and analysis processes, particularly in smaller districts.
Design and deliver data visualizations and storytelling products that enable superintendents and district leadership teams to assess strengths, identify opportunities for growth, and make informed decisions.
Collaborate with the TSL Lead Coach to co-facilitate diagnostic and strategic planning sessions aligned to system and student outcome goals.
Manage and maintain knowledge systems while supporting effective operations and logistics processes.
Embrace pilot initiatives with a learning mindset—demonstrating flexibility, creativity, and critical thinking to iterate and provide constructive feedback to diverse stakeholders.
Lead project management across all inputs, outputs, and outcomes to ensure targeted strategic planning goals are achieved and certification as a TSL Performance Management & Data Specialist is earned.
Support the recruitment of new districts for TSL partnership efforts in collaboration with the EDF Lead Coach.
Contribute to the recruitment of districts interested in Organizational Performance Management services following the completion of the TSL pilot program.
Continuously refine and enhance district-facing data analytics, visualizations, knowledge management, and project management systems.
Conduct follow-up engagements with previously participating districts to maintain relationships and offer informal support aligned to their ongoing needs.
Observe EDF lever-specific capacity building activities (e.g., TIL training) to deepen knowledge of research-based strategies and practices.
Actively participate in ongoing training and professional development provided by TEA’s EDF team.
Perform additional responsibilities as assigned by the Deputy Director or Executive Director.
Experience:
Five (5) years to seven (7) years of related work experience

Master's Degree
Mid-Management Administrator
Valid Texas Teaching Certificate
