School Leadership Specialist (TIA Data Specialist)



Location: ESC Region 15, San Angelo, TX

Position Purpose: 
This position reports directly to the Director of Administrative Services and Federal Programs. The School Leadership Specialist is responsible for leading and guiding the Local Education Agencies (LEAs) of Region 15 in the implementation of research-based best practices aimed at accelerating student growth and achievement. The role includes collaborating with LEA instructional teams to build a positive and supportive school climate that fosters student success. Additionally, the specialist will work to cultivate a high-performance culture within the region, emphasizing excellence, quality, productivity, and the highest standards in educational practice.

Major Responsibilities and Duties:
  • Collaborate with the Administrative Services team to deliver training and technical assistance to Region 15 Local Education Agencies (LEAs).
  • Design, develop, and facilitate training sessions focused on Texas Education Agency (TEA) initiatives, including the Teacher Incentive Allotment (TIA), Texas Instructional Leadership (TIL), and all appraisal-related training.
  • Assist districts in creating and refining their applications for TIA local designation systems, enhance their district-specific systems for TIA, and support data collection and submission processes for TIA.
  • Work with LEA teams and school administrators to establish and monitor high standards of excellence for students, teachers, staff, and other stakeholders.
  • Stay informed of state and federal accountability information, providing necessary training and technical assistance.
  • Analyze state and regional performance data and share insights with districts to support decision-making.
  • Support the collection and reporting of data to evaluate progress and performance metrics.
  • Identify areas for growth and improvement, conduct research and analysis, and implement effective strategies for positive change within the LEAs served by the region.
  • Provide training and ongoing support to districts in the continuous improvement process, including data analysis, needs assessment, and improvement planning, ensuring proper implementation and monitoring of effectiveness.
  • Establish and maintain communication channels with LEAs to:
    • Ensure timely receipt of updates related to state and federal initiatives,
    • Share innovative, research-based practices, and
    • Provide technical assistance in all areas related to school leadership and principalship.
  • Serve on and/or lead Region 15 teams dedicated to collaborative efforts with other Education Service Centers (ESCs) and partner agencies.
  • Perform other duties as assigned by the Director of Administrative Services and Federal Programs and/or the Executive Director.
Experience:    
Three (3) years’ experience as campus administrator
