Child Nutrition Specialist



Location: ESC Region 15 - San Angelo, TX
Reports To: Deputy Director
FLSA Status: Exempt
Pay Grade: 2 (ESC Region 15 Salary Schedule)

Position Purpose:
This position reports directly to the Deputy Director and is responsible for the efficient and effective coordination of all Child Nutrition activities across all phases of program implementation. This includes overseeing professional development, providing technical assistance, and fulfilling the duties and responsibilities as outlined by the Texas Department of Agriculture (TDA) to ensure program compliance with both state and federal regulations.

Major Duties/Responsibilities:
Regulatory Compliance: Work directly with area Food Service Directors to ensure compliance with both federal and state regulations governing food services.
Budget Management: Accountable for managing both federal and local budgets, specifically related to departmental administrative costs.
Conflict Resolution: Resolve conflicts involving food service officials and federal or state agencies, ensuring effective and timely solutions.
Training & Consultant Decisions: Make decisions regarding training opportunities, selection of consultants for classes, and contracts for Contracting Entities (CEs) Menu Analysis evaluations during the Administrative Review year, including required contracting entity reports to TEA and USDA.
Corrective Action Assistance: Assist CEs in completing Corrective Action Plans for TDA compliance.
Personnel Support: Help CEs in writing job descriptions and determining personnel requirements for food service operations.
External Relations: Maintain extensive contact with Superintendents, Food Service Directors, and Business Office staff to ensure compliance with state and federal regulations.
Collaboration with Outside Agencies: Work with various agencies such as the Texas Department of Health, Texas Department of Agriculture, Texas Agricultural Extension Service, Dairy MAX, American Heart Association, American Cancer Society, food manufacturers, vendors, TEA, Regional Service Centers, and USDA to ensure program alignment.
Internal Collaboration: Collaborate with internal departments, including Technology, Distance Learning, Media, Equity, Health and Wellness, Business and Finance, Head Start, Early Childhood, and Purchasing, to provide comprehensive support to food services.
Technical Assistance: Provide technical assistance to all contracting entities in areas including the National School Lunch Program, School Breakfast Program, Summer Feeding Programs, and the Child and Adult Food Care Program (CAFCP).
Training & Development: Design and facilitate individualized and group training sessions for food service personnel within and outside the region, ensuring professional development and compliance.
Policy & Agreement Review: Review and evaluate LEA Free and Reduced-Price Meal Policy Statements, amendments, and agreements for School Breakfast and Lunch programs, ensuring alignment with current regulations.
Summer Workshops/Training: Plan and facilitate summer workshops and training sessions for school food service professionals, contributing to their continuous improvement.
Regional Support: Provide ongoing support to clients in ESC Region 15 through technical assistance and modeling to ensure effective program implementation and compliance.
Compliance Monitoring: Participate in compliance monitoring activities as required by TDA and USDA, ensuring adherence to regulatory standards.
Nutritional Evaluation: Conduct and oversee a nutritional analysis evaluation during the school year, ensuring that all meals meet required standards.
Audit Support: Complete administrative tasks such as paperwork, monitoring, filing, and organization for TDA’s required audit processes for menu plans.
Professional Growth: Engage in professional development activities to enhance knowledge and skills relevant to the position.
Child Nutrition Program Administration: Administer the Child Nutrition Program as outlined in the contract with the Food and Nutrition Division of the Texas Department of Agriculture each federal fiscal year.
Strategic Support: Contribute to the mission, goals, and objectives of the ESC strategic plan, supporting its overarching initiatives.
Technology Integration: Incorporate appropriate technology in daily work processes and demonstrate continuous growth in technological proficiency, as outlined by the supervisor.
Other Duties: Perform additional duties as assigned by the Deputy Director and Executive Director, ensuring flexibility and responsiveness to organizational needs.

Experience:
Three (3) to five (5) years of school food service or institution food service management methods or operation
Three (3) to five (5) years minimum experience with managing a



Bachelor's Degree in Preferred Area of Study: Institutional Management, Nutrition, Family and Consumer Science, Public Health, Education, or Business
Master's Degree
Effective and professional communication skills, both written and orally
