Education Specialist (Mental Health / Family Community)

Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.

Position Purpose:  This position reports to the Director of Head Start/Early Head Start and is responsible for leading and guiding the LEAs of Region 15 Head Start and Early Head Start staff in research-based best practices in early childhood development; adhering to all federal guidelines and local policy in order to facilitate quality instruction to Head Start/Early Head Start children and families while supporting a high performance culture that emphasizes excellence, quality, productivity, and standards.

Major Duties/Responsibilities:
Demonstrate understanding of Early Head Start/Head Start Performance Standards and ESC policy and disseminates information to support staff, classroom staff, committees and campuses regarding access to social services.
Work cooperatively with campuses to support the implementation of Early Head Start/Head Start Performance Standards.
Assist program director in completion of Program Information Reports (PIR).
Communicate with ESC staff concerning reports, policies and guidelines related to the position and program.
Ensure proper and adequate documentation is maintained in accordance with job-related confidentiality.
Demonstrate leadership in family services in the development of decisions and innovations affecting the education of children, birth to age five.
Assist with providing parent trainings to meet Early Head Start/Head Start Program Performance Standards.
Assist in implementing Early Head Start/Head Start Program Performance standards.
Facilitate and monitor documentation for social services and mental health components of Early Head Start/Head Start Performance Standards.
Coordinate and conduct workshops, in-service training programs, and provide technical assistance to campuses.
Provide leadership and technical assistance to Family Service Workers and cooperatively plan and develop the services provided children, birth to age five.
Provide leadership and ongoing communication about best practice, research and trends in Early Childhood Education/Mental Health for children age birth to five.
Maintain positive relationships through campus visits and personal interaction; demonstrating a willingness to cooperate with other staff members for the achievement of common goals.
Serve as liaison responsible for coordination of mental health services provided by professionals.
Serve as liaison and assist to coordinate/collaborate with community agencies service providers, medical professionals, educators and support staff.
Provide training to personnel and parents on materials/activities and assessments promoting social-emotional development and supporting children and families.
Assist in gathering information and updating Community Assessment data annually.
Establish Community Partnership Agreements with agencies serving like families in each community within Region 15 service area.
Respond promptly and demonstrate effective/positive communication (including periodic campus visits) with administrators, teachers, parents, children and ESC staff.
Facilitate and monitors documentation for the mental health services for all enrolled children.
Maintain documentation to ensure sound fiscal practices.
Recommend and prepare effective in-service and/or instructional resources for staff and service providers to meet children’s needs, birth to age five.
Participate in professional growth/development activities and training specific to Head Start/Early Head Start
Performance Standards which will contribute to the improvement of coordination skills and program effectiveness.
Facilitate and monitor all documentation for Family Partnership Agreements, Devereux Early Childhood Assessments, case notes and program services in My Head Start database.
Provide training and technical assistance to Family Service Workers on My Head Start requirements.
Conduct monthly staff meetings with Family Service Workers at the Head Start campuses.
Perform two classroom mental health observations at Early Head Start, annually.
Perform other duties as assigned by the Head Start/Early Head Start Director or Executive Director.

Experience:
Three (3) years job position related experience (preferred)
