Education Specialist (Education / Disability)

Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.

Position Purpose:  This position reports to the Director of Head Start/Early Head Start and is responsible for leading and guiding the LEAs of Region 15 Head Start and Early Head Start staff in research-based best practices in early childhood development; adhering to all federal guidelines and local policy in order to facilitate quality instruction to Head Start/Early Head Start children and families while supporting a high performance culture that emphasizes excellence, quality, productivity, and standards.

Major Duties/Responsibilities:
Demonstrates understanding of Head Start Performance Standards and ESC policy and disseminate information regarding education to support staff, teachers, assistants, Head Start Policy Committee, Parent committees and campus administrators.
Oversee Head Start teachers and assistants implementation of Head Start Performance Standards to ensure program compliance at each campus.
Develop the program implementation plan for the Education and Disabilities component.
Oversee on-going monitoring of programmatic progress and implement a corrective action plan if a campus is found to be out of compliance.
Ensure proper and adequate documentation is maintained in accordance with job-related confidentiality.
Assist with providing parent trainings to meet Program Performance Standards.
Assist Program Director with completing Program Information Reports (PIR).
Coordinate and conduct workshops, in-service training programs, and provide technical assistance to campus Principals, Head Start teachers and teacher assistants to implement Head Start Performance Standards, developmentally appropriate practices and research based teaching practices for Early Childhood teachers in Early Head Start and Head Start Programs.
Implement Practice Based Coaching to select teachers in Early Head Start/Head Start.
Assist with annual open enrollment and ERSEA process and committee meetings.
Assist campus staff with the Child Development Associates (CDA) process.
Provide CDA observations with partner Concho Valley Council of Government (CVCG).
Design, facilitate and attend CIRCLE trainings.
Provide weekly mentor sessions with classroom teachers and assistants and perform CLASS observations in Head Start classrooms with feedback and support.
Develop professional development plans with all classroom staff at each campus.
Provide leadership and technical assistance to Head Start teachers, assistants and cooperatively plan and develop the services provided to children age’s three to five, including children with disabilities.
Provide on- site training for classroom teachers and assistants in effective implementation of Head Start Performance Standards and including Head Start Early Learning Outcomes Framework.
Provide staff development in the area of Conscious Discipline to campuses, teachers, assistants, parents and community agencies.
Attend A.R.D. Committee meetings/I.F.S.P. meetings.
Facilitate and monitors documentation for children with disabilities.
Provide leadership and ongoing communication about best practice, research and trends affecting the education of children, ages three to five.
Maintain positive relationships through campus visits and personal interaction; demonstrating a willingness to cooperate with other staff members for the achievement of common goals.
Respond promptly and demonstrate effective/positive communication (including periodic campus visits) with administrators, teachers, parents, children and ESC staff.
Maintain documentation to ensure sound fiscal practices.
Recommend and prepare effective in-service and/or instructional resources for teachers, assistants and Family Service Workers to meet children’s needs, ages three to five.
Participate in professional growth/development activities and training specific to Head Start Performance Standards which will contribute to the improvement of coordination, skills and program effectiveness.
Perform other duties as assigned by the Early Head Start/Head Start Director or Executive Director.

Experience:
Three (3) years classroom teaching experience





Master's Degree
Valid Texas Teaching Certificate
Bachelor's Degree in Early Childhood or Related Field
