Program Director (Early Childhood Intervention)
Location: ESC Region 15, San Angelo TX
Reports To: Executive Director
FLSA Status: Exempt/12 Months - 234 Days
Salary: Pay Grade 7 (ESC Salary Schedule)
Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.
Program Purpose:
This position reports to the Executive Director and will assist in building excellence throughout LEAs and the ESC by maintaining a high level of knowledge regarding the Early Childhood Intervention (ECI) program requirements, changes in the laws, and educational methods of educating students with specific developmental needs for the purpose of managing an excellent Early Childhood Intervention program.
Major Responsibilities/Duties:
Abide by Early Childhood Intervention policies and procedures to ensure compliance in delivery of comprehensive program services.
Coordinate program fiscal applications, amendments, quarterly reports, and final expenditure reports.
Write and implement applicable grant applications for Early Childhood Intervention program.
Design, deliver and facilitate training/professional development for Early Childhood Intervention staff.
Oversee setting program goals and monitor all program activities.
Collaborate with other agencies serving children with disabilities under three years of age.
Ensure that all Health and Human Services Commission requirements for Early Childhood Intervention Services Contracts are achieved.
Monitor monthly enrollment and Service Coordinator’s caseloads.
Attend professional meetings, seminars, and other training sessions to be informed of current innovations and research in Early Childhood Intervention. Evaluate/review performance of certified staff, in accordance with ESC 15 procedures.
Oversee and assist in the development of the annual ECI Budget and the Cost Report.
Assist with therapy provider enrollment and credentialing.
Provide administrative oversight of Time Clock Plus time keeping system.
Prepare and maintain accurate and complete records and reports as required by law, state directives, ESC policy and procedural directives.
Conduct quality assurance of ECI staff's case documentation on ProMedDa system.
Conduct ongoing billing verification to ensure documentation requirements are met prior to third party billing.
Actively participate in ESC Region 15 management team meetings.
Demonstrate flexibility while working harmoniously in team settings and with other staff.
Perform other duties as assigned by ESC Region 15 Executive Director.
Experience:
Three (3) years of program experience
Five (5) years of experience in instructional leadership roles

Bachelor's Degree
Mid-Management Administrator
Master's Degree preferred
