Finance Specialist (Head Start/Early Head Start)
Location: Head Start / Early Head Start
Reports To: Director of Head Start / Early Head Start

Mission: Education Service Center Region 15 is dedicated to excellence in education through leadership, partnership, and service.
This position reports to the Head Start/Early Head Start Director and is responsible for maintaining accurate financial records and providing financial integrity, program compliance and technical assistance for all stakeholders involved with the achievement of Early Head Start/Head Start children ages zero to five and their families.
Major Responsibilities / Duties:
Demonstrate understanding of Head Start Performance Standards, CACFP Program Guidelines and ESC policy.
Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and applicable policies and procedures.
Responsible for implementing performance standards related to the position.
Collaborate with Grantee Agency to fulfill the Early Head Start/Head Start program outcomes.
Assist Director with the development and maintenance of the budget for the Head Start/Early Head Start and CACFP programs.
Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and application policies and procedures.
Create and monitor required report submissions for completion, timeliness, and accuracy.
Assist with coordination of the annual end of year financials/budgeting/audit processes.
Review expenditures and financial reports to prepare ESC reimbursement requests accurately and in a timely manner.
Assist with budget preparation and budget amendments.
Design, develop and facilitate training, as needed, for participating LEAs.
Provide assistance and support to LEAs with their financial and data reporting requirements.
Assist program director with completing Program Information Reports (PIR).
Conduct yearly safety inspections and work with campuses to meet compliance standards.
Assist with ERSEA program eligibility and determinations for program qualifications.
Attend meetings and personal development for successful program delivery.
Perform job duties efficiently, timely and independently with minimal supervision.
Demonstrate cooperation, consideration and professional courtesy with staff, vendors, and clients.
Other duties as assigned by the Head Start/Early Head Start Director or Executive Director.
Special Knowledge/Skills:
Ability to analyze and interpret financial data, evaluate accounting problems, develop data, and recommend improved procedures
Knowledge of governmental accounting principles and practices
Knowledge of governmental accounting, budgeting, payroll, human resources, and accounts receivable functions
Knowledge of computerized accounting software including budget, finance, and payroll systems
Knowledge of information/data processing systems and related financial applications
Ability to maintain accurate and auditable records
Experience working with a network/database environment and the ability to develop and analyze complex spreadsheets, forms, and other documents
Ability to read and interpret technical procedures and governmental regulations
Effective organizational, communication and interpersonal skills
Experience:
Three (3) years’ experience, preferably in a public education environment
Four (4) years’ of accounting experience
