Education Specialist (Texas Strategic Staffing)

Position Purpose:
This position reports to the Deputy Director and is responsible for providing technical assistance, coaching, and professional learning support to Local Education Agencies (LEAs) in the implementation of strategic leadership and staffing initiatives aligned with Texas Education Agency (TEA) priorities.
Major Duties/Responsibilities:
Provide technical assistance and coaching to LEAs in the implementation of state staffing initiatives, strategic leadership practices, and educator workforce requirements. Support district and campus leaders in developing, implementing, and monitoring comprehensive staffing plans aligned with Texas Education Agency (TEA) priorities and state accountability expectations. Analyze staffing, certification, retention, and recruitment data to identify trends, needs, and opportunities for continuous improvement. Serve as critical thought partners for school systems as they establish strong residency systems for Preparing and Retaining Educators through Partnerships Program (PREP) Residency Allotment, recriuitment mechanisms through PREP Grow Your Own Allotment, and support training for host teachers through the PREP Mentorship Assist LEAs in meeting state and federal requirements related to educator certification, assignment compliance, teacher recruitment, retention, and workforce development. Facilitate professional learning opportunities, workshops, webinars, and coaching sessions for district and campus administrators on strategic staffing and leadership best practices. Collaborate with TEA staff, ESC personnel, and LEA leadership teams to ensure consistent implementation of statewide initiatives and grant requirements. Guide districts in developing sustainable leadership pipelines, succession planning processes, and talent management systems. Monitor project goals, deliverables, timelines, and performance measures to ensure compliance with program expectations and funding requirements. Develop and maintain resources, tools, guidance documents, and training materials to support LEA implementation efforts. Conduct on-site and virtual consultations with district and campus leadership teams to assess needs, provide recommendations, and support continuous improvement planning. Assist districts in interpreting and implementing state statutes, administrative rules, commissioner guidance, and TEA program requirements related to educator effectiveness and staffing. Establish and maintain collaborative relationships with superintendents, human resource directors, principals, teacher leaders, and other stakeholders. Prepare reports, documentation, and program evaluations required by TEA, ESC leadership, and funding agencies. Participate in statewide meetings, professional development activities, communities of practice, and cross-functional workgroups. Travel within the ESC region and across Texas, as required, to provide direct support to LEAs and participate in statewide initiatives. Perform other duties as assigned to support the mission, goals, and strategic priorities of the Education Service Center and the Texas Education Agency. Other duties as assigned by Deputy or Executive Director.
