Education Specialist (Secondary Civics)

Position Purpose:
The Secondary Civics Specialist serves as a regional subject matter expert and instructional coach for middle and high school social studies programs across Region 15. The primary focus is to provide high-quality professional development and technical assistance to Local Education Agencies (LEAs) to improve student outcomes in Civics and Government, ensuring full alignment with the Texas Essential Knowledge and Skills (TEKS).

Major Duties / Responsibilities:
  • Professional Development: Design and facilitate regional training sessions on civic knowledge, including the study of founding documents (U.S. Constitution, Federalist Papers, etc.) and the Texas Civics Training Program.
  • Instructional Coaching: Provide on-site and virtual coaching to secondary teachers, modeling research-based strategies for guided classroom discussion, media literacy, and simulations of democratic processes.
  • Curriculum Alignment: Assist districts in auditing and aligning secondary social studies curricula with state standards and federal accountability measures.
  • Technical Assistance: Interpret and communicate legislative updates (e.g., SB 3) and TEA initiatives to campus and district administrators.
  • Data Analysis: Help LEAs analyze student performance data (STAAR/EOC) to identify achievement gaps and implement targeted instructional interventions.

Experience:
  • Experience: Minimum of 5 years of successful classroom teaching experience in secondary social studies (Grades 6–12), specifically in Civics, Government, or U.S. History.
  • Leadership: Proven experience in a leadership role, such as a Department Chair, Instructional Coach, or District Coordinator.
  • Principal Certificate: Preferred (or willingness to obtain) to support administrative consulting duties.

Special Knowledge & Skills
  • Deep understanding of the TEKS and ELPS (English Language Proficiency Standards).
  • Knowledge of the Civics Training Program requirements under TEC §21.4555.
  • Proficiency in digital learning tools and Learning Management Systems (LMS) for remote training delivery.
  • Ability to facilitate difficult conversations and "civil discourse" within a classroom setting.

Working Conditions:
  • Travel: Frequent travel throughout the 18 counties served by ESC 15.
  • Schedule: Standard business hours, with occasional evening or weekend sessions for professional development summits.
  • Physical Demands: Ability to transport training materials and set up technology for presentations.
