Program Director (Special Programs)



Location: ESC Region 15 San Angelo, TX
Reports To: Executive Director
Term / Status: 12 Month / Exempt

Position Purpose:
This position will lead, develop, and oversee specialized educational services that support diverse student populations across partner districts. This leadership role ensures compliance with state and federal regulations while driving innovation, equity, and excellence in program delivery. The Director of Special Programs will provide strategic direction, operational oversight, and instructional leadership for programs serving students with special needs and other designated populations.

Major Duties/Responsibilities:
  • Provide technical assistance and on-site support to LEAs related to accountability, monitoring, and compliance (RDA, DMS, SPP indicators, Significant Disproportionality, MOE, eGrants, budget amendments, and required reporting).
  • Lead and support implementation of state leadership initiatives and research-based practices in collaboration with ESC staff and the Texas Education Agency.
  • Design and deliver high-quality professional development and technical assistance aligned with regional needs assessments and state priorities.
  • Support LEAs in developing comprehensive systems of personnel development and effective evaluation and programming for students with disabilities.
  • Develop and maintain systems for data collection, analysis, and reporting to support state and federal program monitoring and continuous improvement.
  • Coordinate interagency collaboration and integrated professional development opportunities across special and general education programs.
  • Provide guidance on Non-Educational and Residential Placement funds and related program requirements.
  • Offer mentoring and supervision to Alternative Certification Program (ACP) candidates.
  • Participate in ESC leadership and improvement teams, including strategic planning and decision-making committees.
  • Assist with development of program evaluation tools, regional needs assessments, and new service proposals.
  • Manage Level One grievances within assigned program areas and maintain required documentation and reports.
  • Perform other duties as assigned by the Associate or Executive Director.
